10月6日に日本維新の会音喜多駿政調会長主催で実施された，「大阪府の『教育無償化』実現事例に関する党内の勉強会」に私たち学生部も参加させていただきました。衆議院議員会館の会議室での勉強会に緊張しましたが，学生部にも質問の機会を与えてくださりとても勉強になりました。この記事では当日の様子をご紹介いたします！
日本維新の会は、これまで「社会格差が教育格差とならぬよう教育機会平等社会を実現する。」「幼稚園や保育園をはじめ、全ての教育を無償化する。」[1]ことを公約に掲げてきました。この政策の実現に先駆け，大阪府では所得制限のない私立高校の完全無償化と大阪公立大学等の無償化が令和8年に実現することとなります。今回の勉強会は，教育無償化を全国に広げるために大阪府で実現できた事例を吉村洋文共同代表から学ぶというものでした。
教育無償化とは？
勉強会の内容
今回の勉強会には吉村洋文共同代表や音喜多駿政調会長，党職員の方のご厚意により，学生部員が参加できる機会をいただきました。当日は学生部からは高校生・大学生・大学院生合わせて9名が参加しました。また，関東在住の学生部員のみならず，関西学生部や中部学生部からの参加もありました。

勉強会は，大阪府で教育の無償化を実現するにあたってかかった費用や制度設計の細かい部分まで解説していただき，とても参考になりました。また，これを全国で実現するために必要な費用の試算等も提示していただき，とてもわかりやすかったです。参加した学生部員も高校生・大学生・大学院生ということで，当事者意識を持ちながら真剣に話を聞いていました。
質問の時間では，学生部からは3名が指名され，それぞれ1問ずつ質問させていただきました。学生部からの質問は「私立高校無償化におけるキャップ制度に関して」「大阪公立大学等の無償化の居住要件について」「大阪公立大学等の無償化の成績要件について」の3つであり，それぞれに吉村洋文共同代表から丁寧にレスポンスもいただきました。質問の詳細や吉村洋文共同代表からの回答については日本維新の会YouTubeチャンネルに掲載されているライブ配信のアーカイブをご覧ください。
また，他の参加者からの質問も，教育バウチャー制度との併用の是非や給食の無償化について等，興味深いものばかりで大変勉強になりました。特に,足立康史議員からの議論を聞いた中で教育バウチャーも一つの選択肢として検討するべきなのではないかと思いました。今回の私立高校無償化制度の中では大阪府内の子供が大阪府外の私立高校に通うこととなる場合，この制度へ参加する私立高校の割合は大阪府内よりも下がる可能性が高いことから，特例としてのバウチャー制度の併用に関しては議論していく価値があると考えました。
最後に
今回の勉強会は，日本維新の会の特別党員等の方を対象としたイベントでありながら学生部員も参加させていただき，さらに質問の機会までいただきとても感謝しています。学生部員も勉強会を受けて制度に対する解像度が上がりました。私としても，私立高校無償化において私立高校側に負担を強いることとなる「キャップ制」には懐疑的な意見を持っていましたが，この点に関しても今回の勉強会を通じて吉村さんの考えがわかり，とても勉強になりました。今後も部内で教育無償化について議論を行い，政策提言等につなげることができるようにして参りますので今後とも応援よろしくお願いします。
また，学生部は今後も政策提言や議員等との交流会，部内勉強会などを実施してまいりますので，興味のある学生の方はご連絡いただければ体験入部等も受け付けさせていただきます。
